**MIXED USE LIBRARY PROJECT RFP**
The City of Appleton and Appleton Library Board are seeking a qualified developer for a mixed-use library development which may include residential, retail, office, medical or a mixture of uses in addition to the library. The City of Appleton held a tour of the Appleton Public Library facilities and site on December 6, 2017 for developers interested in responding to the Request for Proposals (RFP) for the Mixed Use Library Project. Finally, you can also click here to view the RFP. The Request for Proposals was made available on November 16, 2017, and was due by noon CST on January 12, 2018. Five development teams submitted proposals, and Community & Economic Development department staff will review these proposals to ensure they met the requirements of the RFP. Proposals that meet the criteria will then be reviewed by an interdepartmental team of staff members before a recommendation is made to the Common Council and Library Board for a project best suited to include a library.
**NEW TAX INCREMENTAL FINANCING DISTRICTS (TIFs #11 & #12)**
The City of Appleton is now accepting applications for Business Enhancement Grants for properties located in the newly created Tax Increment Financing Districts (TIF) #11 and #12 in specified areas of Downtown Appleton. Business Enhancement Grants are available for up to $7,000 maximum grant per project with a fifty-percent (50%) match required by the applicant. Applicants may use ADI Façade Grant funds for twenty-five percent (25%) of the applicant match amount.
In order to be eligible, the property must currently be used for commercial uses, or intended for commercial use upon completion of the project.
Eligible projects improvements are for the exterior of the building and priority will be given to front facades. Typical eligible project costs include, but are not limited to, labor, materials and design assistance for:
- Installation, restoration, repair or replacement of windows, doors, exterior walls, chimneys, or other architectural elements.
- Exterior painting, only in conjunction with other physical improvements.
- Removing false facades and other inappropriate additions.
- Exterior work necessary for conversion to retail, office or other general commercial uses.
- Masonry repair or cleaning, only in conjunction with other physical improvements.
- Landscaping and fencing.
- Parking lot improvements.
- Exterior improvements for the handicapped including, but not limited to, ramps, doors, door openers, walks, guardrails, no-slip materials or level platforms at doors.
- Roof work.
The costs associated with any new signage, awning, marquees and related lighting and electrical fixtures are not eligible for the 50% grant reimbursement by the City but can be included in the applicant's 50% matching funds for the total project.

Tax Incremental Financing District #11 is located along East College Avenue approximately from Drew Street to just west of Superior Street, south to Water Street and north to East Washington Street. The purpose of the District is to eliminate blight and stimulate redevelopment, encourage commercial and residential development and improvements, to maintain and improve the tax base, increase employment opportunities, and improve the overall aesthetics of this area. Tax Incremental Financing District #12 is located along West College Avenue from approximately the Badger Avenue/Story Street intersection to Walnut Street. The purpose of the District is to encourage commercial and residential development and improvements, to maintain and improve the tax base, increase employment opportunities, and improve the overall aesthetics of this corridor by the rehabilitation and conservation of existing properties and businesses as well as the redevelopment of vacant, blighted, and underutilized properties as needed to support the renewal of this urban corridor.
