Street Excavation Permits
Any excavation within the City’s street right-of-way requires a “Permit to Excavate in the Public Right-of-Way (ROW).” The City’s right-of-way generally extends from sidewalk to sidewalk, including the sidewalks themselves. The permit must be obtained a minimum of 48 hours prior to commencing work. The field representative must have a copy of the approved permit on site at all times.
Types of Excavation Permits:
- Utility Construction (Electric/Telephone/Fiber/Cable TV, Utility Pole/Street Light, Gas, Sanitary, Storm, Water, Hydrants)
- Sidewalks
- Driveway Apron
- Curb Cut
- Private Driveway (staking only)
- Landscaping
A Cement Finisher License is also required to construct or repair any concrete walk, curb and gutter, driveway or pavement in any public right-of-way.

- Submit a Sketch or Site Plan: Provide a detailed sketch or site plan for the proposed work.
- Submit Insurance: Provide a Certificate of Insurance (COI) listing the City of Appleton as an additional insured.
- Submit ROW Permit Bond Form
