Victim Services Officer
The Appleton Police Department strives to treat victims of violent crimes with dignity, respect, compassion, and fairness. Sergeant Lori Duven serves as Appleton’s Victim Services Officer, working as the liaison between survivors of violent crimes and the criminal justice system. Sgt. Duven is the direct point of contact for both survivors and service organizations, providing case status updates, follow-up investigations, and information or support resources for victims of violent crimes.
In addition to working with community partners, such as Harbor House Domestic Abuse Programs and the Outagamie County Domestic Violence Intervention Team, Sgt. Duven provides legal updates and training for the Appleton Police Department and outside agencies.
Sgt. Duven coordinates with numerous community-based groups related to victim services, including organizations that serve the LGBTQ community, such as Diverse & Resilient and US2 Behavioral Health. Research shows that LGBTQ members fall victim to domestic violence at equal or even higher rates compared to their heterosexual counterparts. It is her thorough knowledge of state statutes, strong investigative skills, and passion to advocate for domestic violence survivors that she is equipped to navigate the unique aspects of intimate partner violence within the LGBTQ community. Sgt. Duven reviews all domestic arrest reports to ensure that all aspects of the investigation have been addressed, including cultural considerations. Understanding that many incidents go unreported, Sgt. Duven strives to reach out to those targeted or affected to connect them with support resources available in our community. Sgt. Duven consistently takes on educational opportunities to learn how the Appleton Police Department can better serve the LGBTQ community.
Sgt. Duven is a recipient of the Wisconsin Association of Women Police (WAWP) Merit Award. The Merit Award is given to an officer that, “distinguished themselves by superior accomplishments or continuing long term involvement in (or leadership of) projects, which make a significant contribution to public safety and/or to law enforcement”.
